Julie Gann is the Assistant Director of Solvency Policy in the Financial Regulatory Services Division of the National Association of Insurance Commissioners. In this role, she oversees and coordinates support services regarding accounting, reporting, financial data quality, and risk-based capital.
Since joining the NAIC in February 2001, her duties have included assisting with the issuance of uniform and comprehensive statutory accounting principles, actively monitoring financial accounting developments under U.S. GAAP and International Financial Reporting Standards (IFRS), providing technical advisory services for statutory accounting and financial statement reporting, researching and answering questions related to financial examinations, and overseeing updates to examinations and the risk-focused exam approach.
Ms. Gann earned a Bachelor of Science in both accounting and business administration from William Jewell College in Liberty, MO. Julie is a Certified Public Accountant (CPA), and has earned the designations of Fellow, Life Management Institute (FLMI), Associate, Insurance Regulatory Compliance (AIRC), and Associate, Reinsurance Administration (ARA). She is a member of the American Institute of Certified Public Accountants (AICPA) and the Missouri Society of CPAs (MSCPA).

Jim Pinegar joined the NAIC in June of 2019 and provides support for the Statutory Accounting Principles (E) Working Group. In addition to supporting the Working Group, he also provides technical and advisory services for both SAP and GAAP.
Prior to joining the NAIC, Jim was the VP of Finance and Administration for the AOPA Insurance Agency, which was the largest general aviation insurance brokerage in the U.S. Previous roles include: Chief Financial Officer of an accounting outsourcing firm, with annual sales exceeding $80M, Risk Management for a Farm Credit GSE and a public accountant at KPMG. In addition to being a commercial pilot, Jim is a CPA, CFE, CGMA and member of the AICPA, KSCPA, & ACFE.

Sabrina serves as a subject matter expert for regulatory filings at Clearwater. In this role, she works with internal teams for the ongoing enhancement of NAIC reports. Sabrina has over 15 years of statutory accounting and reporting experience and uses her background to communicate industry best practices and comment on regulatory guidance and procedures. She also handles complex statutory accounting and analytics questions posed by our user community.
Sabrina is a certified public accountant, has earned the designation of Fellow, Life Management Institute (FLMI), and has a master’s degree in accounting and taxation from Boise State University.
